The Margaret J. Kemp Camp Gaining Independence and Reclaiming Lives Successfully (G.I.R.L.S.) Program, was created on gender-responsive principles and launched in 2001. It uses the restorative justice philosophy that centers on the belief in blending accountability and treatment, to restore victims, and to heal personal and interpersonal relationships while also forming positive connections with the larger community. Family reunification is a main focus to support youth in returning to their families, stronger and healthier than they were before. Family events are also hosted to promote positive family interactions while youth are in the program.
The G.I.R.L.S. Program is a three-phase program with phase I beginning in custody. Deputy Probation Officers supervise youth in phases II & III in the community after they have completed phase I. Youth learn consequential thinking through cognitive skills training, and Independent Living Skills, to support their reentry into the community.
