San Mateo County Chief Financial Officer Roberto Manchia oversees the two-year budget process, forecasting Countywide revenues and expenditures and coordinating the issuance of debt. He and his staff also support the administration for performance improvement initiatives.

Roberto began his County career in 1996 as the production manager for the Vocational Rehabilitation Services Division within the Human Services Agency. In this capacity, he expanded the existing business model to assist clients in securing employment. In 2004, he was named HSA’s budget and revenue enhancement manager and rose up the ranks first to deputy director of finance and by 2015 was promoted to chief financial officer. In December 2017, he was named County budget director.

Roberto has served on various state and county workgroups. He is also a faculty member for the CSAC Institute where he teaches “Realignment 301: Where the Funds Flow to help counties understand the complexity of realignment. He is also an instructor for the Southern Area Consortium of Human Services Leaders in Action Program, “Fiscal Essentials.”
